Is there a future for cliff paths?

Due to rock falls, Blackhead lower cliff path has been closed to the public for about a year. As Health And Safety is such a big issue now, is there any future for paths around the bottom of high cliffs where there is a high risk of rock falls?

Take the Gobbins for example. I know for a fact, hundreds of tons of fallen rock at an area just south of the Seven Sisters Caves has completely covered the old original cliff path. Anyone considering building a lower cliff path would of course first get a report on the stability of the cliff. Such a report would no doubt include the possibility of minor or major rock fall in the foreseeable future. Perhaps the powers that be will get rid of the Health and Safety Brigade and then we could all enjoy ourselves.
